Capo Unified Candidate Statement: Bill Perkins

Challenger vows to reverse recent board decisions impacting the classroom.

EDITOR'S NOTE: On consecutive days, Patch is running candidate statements from each Capistrano Unified School District Board of Trustees candidate who filed one with the county Registrar of Voters. Trustee Area No. 5 covers Aliso Viejo. 

NAME: Bill Perkins

OCCUPATION: Businessman

As your school trustee, I will make students my first priority. In a time of shrinking budgets we need to prioritize our spending and our students must come first.

As your trustee I will:

Fight to make our class sizes smaller.

Fight to restore all of the 15 curriculum days that were eliminated from the end of the school year.

Fight to retain as many of our teachers as possible.

Fight to restore as many recently eliminated programs as possible.

I will not:

Support any new taxes for any reason – including parcel taxes!

Support any new bond financing.

I believe in making sure we provide a quality education for all students, including adequate and safe classrooms.

I have a B.A. from Cal State Fullerton and years of experience as a city planning commissioner. Together, we can make sure every child at CUSD has an opportunity to gain a quality education. I see a lot of claims to "fight" with no plan, strategy or substantiation. How easy it is to contradict your opponent without having to explain why, and promise to "fight" without being challenge to explain what exactly you plan to do. I like to see some experience in a candidate, and I don't mean experience running for offices unsuccessfully, because that is all the experience Perkins has. This is how he ran for Aliso VIejo city council. No knowledge. No experience. No plan for success. Now at Capo, you can add No stake in the game. Perkins has no children. So why is he running? Seems he's sill looking for an elected position and a little of the lime light.

Ignore the blind supporters above making excuses for Gary's failed leadership. Bill I for one am glad you will fight for smaller class size, Gary didn't , not one word I am glad you will fight to restore 15 days of school, Gary didn't , he shut down the discussion and democracy. Gary is a union lover and will sacrifice our children education to pad the pockets of his union buddies who fund his campaign. We need someone who cares about students !

It's not a fight, there is no money. Years ago when the smaller class sizes (2:1) passed the state had money to fund. If there is anything to fight for, fight for Cusd getting its fair share from the state. And demand it!

Funny you should use the term "blind supporters" because that is exactly what it would take to support Perkins. He has no track record, no experience, no plan. He has no idea that he can express to solve the problem. In fact, he hasn't been able to detail the problems the district faces and offer any possible solutions. All he can do is say he will fight. But who is he fighting? And for what? So Perkins will reverse recent Board decisions? There's an idea. Just reverse everything. Oh, but wait, where will the money come from? I guess it doesn't matter. Just promise to reverse everything and expect that the funds will come out of thin air. I'd love to hear Perkins answer to any one of these questions.

This also shows how misinformed Mr. Perkins is, there have been NO programs eliminated! If you want real answers, please go to the Districts website. There was much talk about what the District needed to do to cut the budget, it was talked about often and having a conversation on the Dais was not going to change those facts. Ellen was given a chance the following meeting to say something and she chose not to. http://capousd.ca.schoolloop.com/cms/page_view?d=x&piid=&vpid=1294471264166 Why didn’t the District hold any public meetings about the budget this year? The superintendent held 26 meetings with the members public, employees, and community groups about the 2012-2013 budget. This includes a community forum on March 6 at San Juan Hills High School, to which every parent was invited via a phone call. Additionally, a specific budget forum was held in early June, and the superintendent met with PTA leaders, school foundations, and other groups to explain the budget situation the District faced.

Just because someone doesn't have children, doesn't mean that they don't care about public education. Just because there isn't a huge public resume doesn't mean that people are supporting Mr. Perkins blindly. I, for one, know Bill Perkins personally. I support him because Mr. Pritchard has proven himself to care more about the CUEA then the education of my six kids (and all of the students) that attend CUSD schools. In the past two years since Pritchard took office, the salary/benefits portion of the district budget has grown to 92% of the budget! That's ridiculously disporportionate. Even if the trustees had eliminated the entire non-salary/benefit portion of the budget it would have only covered 1/2 of the $51million that had to be cut. Our schools are falling apart. Our class-sizes are getting bigger. Yes, we have less money from Sacramento, but Pritchard, Alpay, and Hatton have cow-towed to CUEA and done nothing to help improve our kids' education. I believe that Bill Perkins is an honest man and that he truly cares about working to improve CUSD. I know that he'll do more for our kids than Pritchard has - granted that's not tough, but I'd rather have a man of integrity trying to do the right thing than someone like Pritchard who is under the thumb of CUEA.

Mom, I agree 100% the few gary lovers above have zero concern for the students of CUSD, if they did they would be mad about the lost days of school and cuts . I see they ignore what has happened Keep in mind gary and friends approved the union contract in less then 5 min. without a single concern, then aprroved a all cuts budget, all cuts but teacher pay!!

Perkins is completely unqualified to represent CUSD. Thank you to the teachers parents and students of CUSD for the improving test scores. I just drove through the costa mesa triangle which is the only thing Perkins has on his resume. What a mess. With no kids and no experience he is a terrible candidate for a trustee position. Gary has his daughter at an aliso Viejo school! Come on. This isn't rocket science. Perkins needs to go back to costa mesa and fix the problems he created which is why he has lost three elections. He was rejected twice by costa mesa and knw already by AV. Three time loser? CUSD deserves and wants stability.

An individual that doesn't have kids or sues the school district shouldn't run for school board. Addonizio is the only one talking about a parcel tax and is an embarrassment she doesn't have kids. She supports Perkins and Reardon!! Reardon has taken tons of money from CUSD. Neither should be a candidate. CUSD voters aren't that stupid are they?

No, but you seem to be, poser Sharon. Or are you a surrogate for Korpi, Espinosa, Sdao, and the other unionistas? Since Perkins is a tax paying citizen, he can run for office. Same with Reardon. And don't BS the public by saying he has taken "tons of money from CUSD". I don't know if you know the truth or not, but your statement certainly is NOT true.

Unfortunately most commenters on the patch (mostly penny's articles) dont understand what pay cut teachers are taking this school (and an additional 7% more if the tax iniative doesn't pass - which only affects people making 250k plus, 500k married filey jointly, and sales tax increase on dollar amt I think is $40??). There seems to be a spin from those not liking the cuea/teachers or are against them for some reason, that teachers are not acutally taking a pay cut. Teachers are taking a pay reduction of about 5.5%.

Ummm, Sharon, I asked a question. No answer as yet. It might be helpful to answer the question rather than make unfounded accusations. How do you think he will fund those "fights."

Agreed sharon, he/reardon sued Cusd for a couple hundred thousand and now is running for the board? Hypocrite!

Jane. Shame on you. Reardon siphoned off hundreds of thousands of dollars from CUSD which are now being used to send his kid to private school. You personally have stated that you want to shut down palisades elementary. Reardon and Perkins should never hold public office especially when one has continually sued the school district for personal gain and the other doesn't even have kids!

The only ones who deserve not to hold office is union endorsed Alpay and Prithchard, no surprise union loves these two, they gave away everything and cut 3 weeks of school to pay for it. Say No to union candidates Say no to Alpay and Prithchard

As a new homeowner and soon-to-be parent in the district, can someone, preferably Sharon Y, give me an objective answer to a simple question? If the teachers are union members, and I assume all teachers must be part of the union, then isn't supporting the teachers union equivalent to supporting our teachers? Why is there so much hatred directed toward the teacher's union? I guess that's 2 questions. I am new to all of this.

It is like this, OneOnTheWay. I am a dog lover, there almost nothing better on the planet than a good dog. But I avoid dogs when they pack. Same goes for teachers and unions.
